USAID's Displaced Children and Orphans Fund supports programs that help families and communities provide the necessary care, protection, and support for children in need including children affected by armed conflict, street children, children with disabilities and children otherwise separated from appropriate care-giving situations. USAID/DCOF is a strategic partner of the CYES Network and Learning Platform.

Lloyd Feinberg, Director, USAID/DCOF.
Feinberg currently serves as the coordinator for disability issues at the U.S. Agency for International Development and manages USAID's Leahy War Victims Fund. His primary responsibility is the oversight/management of a portfolio of three special funds that provide over $35 million (U.S.) annually in development assistance. Besides the War Victims Fund, this portfolio includes the Victims of Torture Fund and the Displaced Children and Orphans Fund.
John Williamson, Senior Technical Advisor.
In his capacity as Senior Technical Advisor for USAID/DCOF, Williamson provides support for such programs as those for children affected by armed conflict, on the street, or in institutional care. He is engaged in and helped organize several inter-organizational networks, including the Better Care Network, the Washington Network for Children and Armed Conflict, the Children and Youth Economic Strengthening Network, and the Interagency Initiative on Engaging with Communities for Children's Wellbeing. Previously, he worked as a consultant for UNICEF, USAID and UNHCR and as a staff member of the Christian Children's Fund and of UNHCR. He has written extensively on issues related to vulnerable children and has an M.A. in Social Welfare from the University of California at Berkeley.
